▌ Background

With the international trend of technology development, smart phones have become more and more popular, and many cities around the world have started to digital transformation to improve the efficiency of municipal services, through the management of a huge amount of digital data of the public, and thus promote the interaction between the government and the public, to provide better municipal services to the public. The Taipei City Government team also promotes the improvement of the digital service environment in order to practice the smart city and digital transformation, planning a secure, efficient and multi-channel ID authentication method, and streamlining the process and content of the municipal services to provide a more friendly user experience to reduce the digital gap, and to speed up the efficiency of the government's administration to build a smarter, more convenient, and more information-transparent smart city ecosystem.

▌ Challenges

With the popularity of mobile devices among the public, the governance of the government also needs to be transformed into digitalisation. Traditional authentication methods in municipal services are inconvenient to use, such as citizens forgetting their account passwords, government agencies checking how cardholders identify themselves, and the inconvenience of keeping and carrying the cards. These factors make it difficult for the public to obtain services from the government, and make city administration inefficient.

In addition, the security of traditional methods is challenged by information security risks, such as the risk of losing physical cards. The Taipei City Government is bound to face these difficulties while promoting digital services. Therefore, the Taipei City Government needs to overcome these difficulties, as well as prevent identity theft and fraud, to safeguard citizens' information security and improve ease of use while implementing user-friendly digital tools, so that the efficiency and quality of city services and administration can be enhanced.

▌ Solutions

In order to promote the interaction between the government and the citizens by means of digital transformation and to enhance the utilization rate of citizen services, TaipeiPASS has consolidated the services of many municipal government agencies into a single mobile APP and planned a digital card pass, so that citizens do not have to carry multiple physical cards, and can quickly access municipal services with just a single ID through multiple factor authentication. Managing the ID identities of Taipei citizens, of which there are more than 2.51 million population, needs reliable information security technology.

TaipeiPASS uses the Jrsys Zero Trust mobile ID solution to protect citizens personal information and privacy when using TaipeiPASS services, allowing citizens to access government services securely and quickly, as well as making the city's operations more stable and efficient. Jrsys Mobile ID solution uses PKI key and private key features, as well as anti-forgery and auto-generate security technology , the"Secure QR code" for identity authentication. The dynamic password or QR code used for each user login will not be the same, and it is impossible to be forged or changed, thus safeguarding the personal information of a large number of the population, and enhancing the overall security of the city's operation.

Mobile ID allows citizens to quickly check their identity or sign in at government-related events by opening the QR code scanner on their TaipeiPASS. Fast and secure identity verification promotes wider community participation and makes it easier for citizens to understand and participate in municipal activities. Convenience also creates an increase in the utilization of services by citizens. TaipeiPASS has been downloaded by 4 million people as of January 2023 and has received a rating of 4.2 and 4.6 out of 5 on the mobile APP download platform, Apple and Android respectively.

✔ Reducing municipal management costs

Compared to traditional authentication methods, the use of virtual cards integrated with Mobile ID for authentication eliminates the need for physical cards and card-insertion devices, reduces related production and management costs, and cuts down on paperwork. At the same time, users will not have to replace or lose their cards, and the integration of the service system will also facilitate the acceleration of administrative efficiency, thus promoting the effectiveness of municipal policy implementation.

✔ Accelerating the digital transformation of cities

Mobile ID allows the public to securely access multiple government services with a single identity account.
